Management measures
1. Goal and achievement: COSCO Group aims to ensure the occupational health and safety of employees and create harmonious employment relationship. With a human-oriented view, COSCO, based on its long-term development strategy, will follow the basic laws of human resource development and build up teams of entrepreneurs, specialty technology talents, operation and management talents, and crews that are adaptive to the group's requirements on development strategy. COSCO will drive the diversified employee and culture management and implements the òGlobal Thought and Localized Operationó to attract, encourage and hire the top talents across the whole world thus actively propelling its globalization business and development. The overall development of the Group's human resources will be boosted; the reform on mariner administration system is being deepened; pension and medical insurance are making progress stably. A diversified talent competition mechanism will be established to construct a platform for employees to fully show their talents and realize the harmony between employee growth and enterprise development. COSCO conducts training for employees are conducted through multiple channels in multiple ways, and offers employees good working and learning environment to provide a solid human resource guarantee for the enterprise's development.
2. Policies and regulations:
COSCO Group has established the Procedure on Human Resource Management, Procedure on Safety Risk Management and Employee Brochure that define the related policies on employee recruitment, administration and utilization as well as the occupational health, labor safety, compensations and benefits. The articles of labor unions will be improved to perform the collect negotiation and deliberative democracy and communicate with the company's management on behalf of the employees. The commision of female employees is also established to safeguard the legal interests of female employees and ensure the physical and spiritual health of female employees. COSCO sticks to the strategy of developing enterprises by talents, deepens the modern personnel system reform, enhance the public democracy for the selection and the appointment of officials and implement the public disclosure system for officials before taking office, and gradually implementing the competition-for-post mechanism on a just and fair basis to enhance the employees' enthusiasm, go-aheadism and creativity. COSCO and its subsidiaries are gradually introducing OHSAS18000 occupational health & safety management standard to establish the operation-based occupational health & safety management system, formulates related procedures, notices and operation codes for occupational health & safety management. All ship companies of the group have introduced into the ISMC to establish their safety management system and implement the management over the health and the safety of mariners.
3. Organization and liability:
COSCO Group and its subsidiaries have established human resource departments or corresponding departments to mange employees. These departments are mainly engaged in employee recruitment, routine evaluation, training and education, promotion and salary & benefits and so on. COSCO owns the sound mariner management institutions and mariner management systems with systematic management measures on such aspects as recruitment, employment, evaluation, training and management of mariners, ensuring that COSCO can always has a mariner team with adequate quantity, reasonable structure and high quality. COSCO Group and its subsidiaries set up safety management commissions and safety supervision department for all-round safety management work, including the management over workplace, production process, safety and occupational health of production staff. COSCO's subsidiaries at all levels set up labor unions that are engaged in signing and negotiating collective contracts and protecting the rights and the interests of employees, including supervising the company to perform the terms of the contracts, safeguarding the legal rights of female employees and other employees. When the above rights and interests are violated, the labor unions will help employees in appeal and coordination and participate into the company's researches and discussion on democratic administration and material matters on behalf of employees.
4. Training and publicizing:
COSCO Group formulates plans every year to organize the training and education for employees on such aspects as occupational health & safety, labor regulations, production skills, management knowledge and articles of association, stressing the updating training on skills and knowledge for heads of management systems and various safety management staff to improve their management level. Labor unions at all levels work closely with administrative departments for the national òsafe production monthó campaign to do well in education and skill training for targeted employees on òsafety first, prevention priorityó. The company also utilizes its various media to advertise the knowledge on occupational health & safety and labor laws to further improve the employee's awareness of labor safety ad occupational health. Moreover, COSCO formulates the development planning for the mariner teams according to the fleet development size and the situation of the mariner teams; at the same time, the company continues expanding the mariner-oriented training models and strengthening the training for mariners to constantly improving the comprehensive quality of mariners. COSCO employs migrant workers mainly for the off-shore industries especially the ship-repairing, so ship-building and ship-repairing companies conduct pre-employment training, skill training, safety training and training for special labor types. Currently the training rate reaches 100%.
5. Supervision and certification:
COSCO implements the daily supervision and management over the occupational health & safety and the labor safety through the supervision mechanism of the management system. Such methods as quarterly inspection, internal audit and management review are used to supervise the company's occupational health and production safety as well as the management and the implementation of related rules and regulations to find problems and analyze reasons for formulating rectification measures to enable self adjustment and self improvement and ensure the implementation of regulations. With such mechanisms as òmaking public the affairs of factories and enterprisesó, COSCO accepts the supervision of the public and the employees on its fulfillment to related regulations. The company formulates the employee representative system to review and audit the company's material matters and business operation that are related to the fundamental interests of employees. The democratic management commission of the labor union supervises and evaluates the company on employees' benefits, occupational health, labor contracts and production safety. COSCO formulates the security supervisor system to supervise the occupational health and safety management as well as the operation of the management systems of the subsidiaries at all levels, while guiding and carrying out the measures and proposals for labor protection and production safety. The ships of COSCO's shipping companies enable the system supervision and self improvement through effectively running the safety management systems. COSCO's occupational safety & health management system has passed the joint certification of DNV and CSS Quality Assurance Ltd.
